Just trying something new
Ok I made this a while back with out using any type of tutorial or anything. i know the water needs work big time ( and if anyone has or knows of a nice tut for doing that type of thing let me know 
but I was wondering what you guys thought about it over all. help is always appreciated.

Yep. Text and water need major work, else it's pretty good. Seems like maybe over burn using the burn tool near his eye? Or possibly a kind of layer type like multiply or something.
