Well i tried almost 20 settings of my own but never seemed to find the right one.

I am really in need of your help to give me a good Smudge setting for photoshop.

Well, you have to be a bit more specific about what effect you're trying to achieve if you want precise settings.
I use different brushes in combination with the Smudge-Tool and usually a low opacity (around 5% to max. 30%) for most of my works.

Note that you can modify each brush-setting to e.g. create random / complex effects. And to be more specific i can take any kind of smudging setting. Maybe some rouged would be best.

I find using a splatter brush, no settings and at a high strength can make some interesting results.

Look for a splatter brush with lots of bits coming off of it. Use the main bulk of the brush first, then add detail using the smaller parts of the brush.
